Abstract

Pembangunan hotel menjadi faktor penunjang bagi sektor pariwisata baik itu hotel kecil maupun besar yang terletak di kota Yogyakarta, Pembangunan hotel El-Royal yang berlokasi di jl. Dagen No 6 Kelurahan Sosromeduran, Yogyakarta ini menjadi salah satu contoh hal penunjang di sektor pariwisata Yogyakarta. Hotel El-Royal Yogyakarta yang memiliki luas bangunan 12.265.80 m² ini telah memiliki wajib AMDAL. Fakta di lapangan menunjukan bahwa pencemaran lingkungan yang terjadi secara sengaja maupun tidak sengaja pada saat pasca konstruksi atau operasional diakibatkan oleh tidak terlaksananya indikator pengelolaan dan pemantauan lingkungan yang terdapat di dalam dokumen AMDAL RKL-RPL secara baik. Tujuan dari penulisan penelitian mengenai evaluasi penerapan dokumen AMDAL pasca konstruksi pada operasional hotel El-Royal Yogyakarta adalah : 1) Untuk mengetahui apa saja dampak negatif menurut dokumen AMDAL RKL-RPL yang paling berpengaruh terhadap lingkungan pada tahap operasional gedung hotel El-Royal Yogyakarta. 2) Mengetahui Apa saja upaya pengelolaan dampak negatif menurut dokumen AMDAL RKL-RPL terhadap lingkungan dan masyarakat sekitar pada tahapan operasional hotel El-Royal. 3) Mengetahui kesesuaian dokumen AMDAL RKL-RPL dengan dampak negatif yang terjadi pada lingkungan dan masyarakat sekitar pada tahap operasional gedung hotel El-Royal. Dalam penelitian ini, penulis menggunakan metode campuran (Mix Methods) yaitu dengan menggabungkan dua bentuk pendekatan dalam penelitian, yaitu kualitatif dan kuantitatif, Data didapat dari kuesioner dan wawancara terhadap responden, yaitu masyarakat sekitar operasional hotel. Pengolahan data dilakukan dengan analisis statistik menggunakan program SPSS (Metode Kruskal wallis test) dan analisis deskriptif untuk mengetahui dampak apa saja yang paling berpengaruh dan korelasi perbedaan jawaban responden dari pembagian kelompok responden, selanjutnya dilakukan evaluasi mengenai bentuk pengelolaan dampak menurut dokumen AMDAL RKL-RPL dan melihat kesesuaian dalam penerapan di lapangan. Hasil dari penelitian ini, didapatkan beberapa dampak negatif yang paling berpengaruh yang dirasakan masyarakat sekitar pada tahap operasional hotel El-Royal Yogyakarta, yakni meliputi dampak kemacetan, kebisingan, polusi udara, kesehatan, penyumbatan saluran air, dan juga penurunan muka air tanah. Dampak kemacetan memiliki dampak berkelanjutan yakni kebisingan, polusi udara dan juga Kesehatan. Dalam pengelolaan menurut dokumen AMDAL RKL-RPL telah didapatkan bentuk-bentuk pengelolaan guna meminimalisir dampak yang terjadi seperti kemacetan, penyumbatan saluran air, dan penurunan muka air tanah, namun pengelolaan ini dirasa belum sesuai atau belum efektif bentuk penerapan yang terjadi di lapangan, hal ini dibuktikan dengan masih banyak nya keluhan masyarakat terkait dampak tersebut. Facts on the ground show that environmental pollution that occurs intentionally or unintentionally during post-construction or operations is caused by not correctly implementing the environmental management and monitoring indicators in the AMDAL RKL-RPL document. The purpose of writing research on evaluating the application of the post-construction AMDAL document in the operation of the El-Royal Yogyakarta hotel is 1) To find out what negative impacts according to the AMDAL RKL-RPL document are the most influential on the environment at the operational stage of the El-Royal Yogyakarta hotel building. 2) What are the efforts to manage adverse impacts according to the AMDAL RKL-RPL document on the environment and surrounding communities at the operational stage of the El-Royal hotel. 3) Knowing the suitability of the AMDAL RKL-RPL document with the negative impacts that occur on the environment and surrounding communities at the operational stage of the El-Royal hotel building. In this study, the authors use mixed methods (Mix Methods) by combining two approaches in research, namely qualitative and quantitative. Data were obtained from questionnaires and interviews with respondents, namely the community around hotel operations. Data processing was carried out by statistical analysis using the SPSS program (Kruskal Wallis test method) and descriptive analysis to determine the most significant impacts and the correlation of the differences in respondents' answers from the distribution of respondent groups. Then an evaluation was carried out in the impact management according to the AMDAL RKL-RPL document and the application conformity in the field. This study obtained some of the most significant adverse impacts felt by the surrounding community at the operational stage of the El-Royal Yogyakarta hotel, which includes the impact of congestion, noise, air pollution, health, blockage of waterways, and also a decrease in groundwater level. The impact of congestion has a sustainable impact, namely noise, air pollution, and health. According to the AMDAL RKL-RPL document, various management forms have been obtained to minimize the impacts that occur, such as congestion, blockage of waterways, and groundwater level decline. However, this management is deemed inappropriate or ineffective implementation in the field—evidenced by the many complaints from the public regarding the impact.
