Abstract
ABSTRACT Soon, Kidul Village is located in the Juntinyuat sub-district, Kab. Indramayu, to be precise on the immaculate highway. As one of the village government agencies, the task is to be responsible for serving the community, one of which is about public complaints. Community complaints are an attempt to report any dissatisfaction or discrepancies that they feel in the environment where they live. When complaining that citizen data that enters the system is very vulnerable to being misused by people we don't know, therefore the citizen data needs to be secured, by means of encryption and decryption so that the incoming data is not misused by other people. This research can secure data in the form of text using the Vigenere cipher which cannot be read by anyone except the admin so that data cannot be stolen or misused by irresponsible people. The method used in this study uses the vigenere cipher. The results of this study are able to encrypt the decryption of the citizen data section using the Vigenere cipher.
