Abstract

ABSTRAK ` Partisipasi masyarakat adalah suatu peran serta, keterlibatan, ketersedian dan keikutsertaan oleh setiap orang atau suatu kelompok yang terdapat dalam masyarakat guna mencapai tujuan tertentu demi kepentingan semua golongan atau kepentingan umum dalam suatu program pembangunan yang akan dibuat/dilaksanakan Dalam pengembangan pariwisata pesisir partisipasi masyarakat sangat penting karena dengan adanya partisipasi masyarakat akan lebih memudahkan pembangunan dari program yang akan dilaksanakan. Penelitian ini membahas tentang bagaimana partisipasi masyarakat loka Desa Sangiang dalam pengembangan pariwisata pesisir. Tujuan dari penelitian in adalah untuk menganalisis bagaimana bentuk partisipasi masyarakat lokal, faktor yang mempengaruhi masyarakat lokal, dan permasalahan apa saja yang dapat menghambat masyarakat lokal Desa Sangiang dalam pengembangan pariwisata pesisir. Dalam penelitian ini penulis memilih metode penelitian induktif kualitatif dengan pendekatan deskriptif, penelitian kualitatif adalah jenis penelitian yang menghasilkan penemuan-penemuan yang tidak dapat dicapai dengan menggunakan prosedur-prosedur statistik atau dengan cara kualifikasi lainnya. Teknik pengumpulan data yang digunakan dalam penelitian ini di bagi menjadi 2 yaitu pengumpulan data primer yang terdiri dari wawancara, observasi dan dokumentasi Sedangkan pengumpulan data sekunder terdiri dari studi kepustakaan dan kebutuhan data. Hasil dari penelitian ini menghasilkan beberapa informasi mengenai bentuk partisipasi masyarakat, faktor pendorong masyarakat dan permasalahan yang dapat menghambat masyarakat untuk ikut partisipasi. Untuk bentuk partisipasi terdiri dari ide/gagasan, bentuk partisipasi dalam bentuk tenaga, dan bentuk partisipasi dalam bentuk keahlian. Lalu untuk faktor yang mempengaruhi masyarakat lokal Desa Sangiang untuk ikut berpartisipasi adalah faktor kepemimpinan, faktor kesadaran/kemauan, faktor penghasilan/pendapatan. Sedangkan untuk permasalahan yang dapat menghambat partisipasi adalah kecemburuan sosial, kondisi cuaca yang kurang mendukung, Konflik antara pemilik café dan Pemerintah Desa. Kata kunci: partisipasi, pengembangan, wisata, pesisir ABSTRACT Community participation is participation, involvement, availability and participation by everyone or a group in the community in order to achieve certain goals for the benefit of all groups or the public interest in a development program that will be created/implemented. In the development of coastal tourism, community participation is very important. because the existence of community participation will facilitate the development of the program to be implemented. This study discusses how the participation of the local community of Sangiang Village in the development of coastal tourism. The purpose of this research is to analyze the form of participation of the local community, the factors that affect the local community, and what problems can hinder the local community of Sangiang Village in developing coastal tourism. In this study the authors chose a qualitative inductive research method with a descriptive approach. Qualitative research is a type of research that produces findings that cannot be achieved using statistical procedures or other quantification methods. The data collection techniques used in this study were divided into 2, namely primary data collection which consisted of interviews, observation and documentation. Meanwhile, secondary data collection consisted of library research and data requirements. The results of this study yielded some information regarding forms of community participation, community driving factors and problems that could hinder community participation. The form of participation consists of ideas/ideas, the form of participation is in the form of personnel, and the form of participation is in the form of expertise. Then for the factors that influence the local community of Sangiang Village to participate are leadership factors, awareness/willingness factors, income/income factors. As for the problems that can hinder participation are social jealousy, unfavorable weather conditions, conflicts between café owners and the Village Government.
