Abstract

SLF adalah sertifikat yang diterbitkan oleh pemerintah daerah untuk menyatakan kelaikan fungsi bangunan gedung sebelum dimanfaatkan, namun hingga saat ini penerapannya tidak berjalan sesuai aturan. Penelitian ini bertujuan untuk mengetahui bagaimana proses penilaian terhadap tata bangunan gedung dengan menggunakan daftar simak oleh tim teknis perangkat daerah dalam penerbitan Sertifikat Laik Fungsi untuk Gedung DPMP4KB di Kota Magelang, serta untuk mengetahui apakah gedung ini telah memenuhi standar luas yang disyaratkan. Metode penelitian ini adalah kualitatif deskriptif dengan menggunakan acuan terbaru yaitu Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia nomor 22/PRT/M/2018 tentang Pembangunan Bangunan Gedung Negara dan 27/PRT/M/2018 tentang Sertifikat Laik Fungsi Bangunan Gedung yang diharapkan dapat menghasilkan data yang lebih valid sesuai dengan perkembangan pembangunan saat ini. Dalam penelitian ini menggunakan Software Microsoft Excel dan AutoCad untuk menganalisis data penelitian. Data yang digunakan untuk melakukan penilaian menggunakan lampiran yang telah tersedia di peraturan menteri tersebut sebagai data primer kemudian melakukan pengamatan langsung dan mengambil dokumentasi serta Asbuilt Drawing sebagai data sekunder. Setelah melakukan penilaian selanjutnya menganalisis untuk mengetahui kategori yang sesuai dengan objek penelitian. Penilaian berupa interval dari kelaikan bangunan gedung dengan kategori laik (66,67%-100%), laik dengan catatan perbaikan (33,34%-66,66%) dan tidak laik (0%-33,33%). Berdasarkan hasil analisi dan pembahasan diperoleh kesimpulan sebagai berikut: (1) Hasil analisis spesifikasi luasan Gedung DPMP4KB menyatakan gedung ini telah memenuhi syarat yang berlaku dengan mengacu kepada Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia nomor 22/PRT/M/2018. (2) Hasil pemeriksaan persyaratan tata bangunan Gedung DPMP4KB telah memenuhi setiap poin Daftar Simak Hasil Pemeriksaan Kelaikan Fungsi Bangunan Gedung Baru oleh Tim Teknis Perangkat Daerah Penyelenggara SLF yang mengacu kepada Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia nomor 27/PRT/M/2018. Gedung DPMP4KB Kota Magelang ini memiliki total nilai 99,40% dan dimasukan dalam kategori “Laik” sehingga Sertifikat Laik Fungsi (SLF) dapat diajukan untuk diterbitkan. SLF is a certificate issued by the local government to declare the function of the building before it is used, but until now its implementation has not been carried out according to the rules. This study aims to find out how the process of assessing the building layout using a checklist by the regional technical team in the issuance of a Certificate of Feasibility for the DPMP4KB Building in Magelang City, as well as to find out whether this building has met the required area standards. This research method is descriptive qualitative using the latest reference, namely the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia number 22/PRT/M/2018 concerning the Construction of State Buildings and 27/PRT/M/2018 concerning the Certificate of Feasibility of Building Functions which are expected to produce more valid data in accordance with current development developments. In this study, Microsoft Excel and AutoCad software were used to analyze research data. The data used to conduct the assessment uses the attachments provided in the ministerial regulation as primary data, then conducts direct observations and takes documentation and Asbuilt Drawings as secondary data. After conducting the assessment, then analyzing to find out the appropriate category with the object of research. The assessment is in the form of an interval of the building's feasibility with the categories of feasible (66.67%-100%), eligible with repair notes (33.34%-66.66%) and not feasible (0%-33.33%). Based on the results of the analysis and discussion, the following conclusions were drawn: (1) The results of the analysis of the DPMP4KB building area specifications stated that this building had met the applicable requirements with reference to the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia number 22/PRT/M/2018. (2) The results of the inspection of the requirements for the DPMP4KB Building have met every point in the Checklist for the Results of the Feasibility Inspection of the New Buildings by the Technical Team for the Regional Apparatus for the SLF Operator, which refers to the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia number 27/PRT/M/2018 . The DPMP4KB building in Magelang City has a total value of 99.40% and is included in the “Eligible” category so that the Functional Eligibility Certificate (SLF) can be submitted for issuance.
