Abstract

Bangunan Gedung Kantor Balai Pemasyarakatan Kelas 1 Yogyakarta merupakan Bangunan Gedung Negara, yang penyelenggaraannya harus mengikuti Spesifikasi Teknis Bangunan Gedung Negara serta mengantongi Sertifikat Laik Fungsi Bangunan Gedung sebelum pemanfaatannya. Tujuan penelitian ini untuk mengetahui apakah Gedung Kantor Balai Pemasyarakatan Kelas 1 Yogyakarta, telah memenuhi syarat standar luas ruang sesuai dengan Peraturan Menteri PUPR No.22 Tahun 2018 tentang Spesifikasi Teknis Bangunan Gedung Negara dan apakah Laik Fungsi menurut Peraturan Menteri PUPR No.27 Tahun 2018 tentang Sertifikat Laik Fungsi.Metode yang digunakan dalam penelitian ini yakni metode rujukan yang mengacu pada Peraturan Menteri PUPR No.27 Tahun 2018 tentang Sertifikat Laik Fungsi Bangunan Gedung dan Peraturan Menteri PUPR No.22 Tahun 2018 tentang Syarat Teknis Pembangunan Gedung Negara. Dalam penelitian ini menggunakan Software Microsof Excel dan Autocad untuk menganalisis data penelitian. Data yang digunakan untuk melakukan penilaian menggunakan lampiran yang telah tersedia diperaturan menteri sebagai data primer, kemudian mendatangi lokasi penelitian secara langsung untuk mengambil dokumentasi serta Asbbuilt Drawing sebagai data sekunder. Untuk analisis pemeriksaan kelaikan fungsi bangunan, sistem pembobotan nilainya yaitu tidak laik 0 % - 33,33%, laik dengan perbaikan 33,34% - 66,66% dan laik 66,67%-100%.Hasil pemeriksaan Bangunan Gedung Kantor Balai Pemasyarakatan Kelas 1 Yogyakarta diperoleh hasil analisis dan kesimpulan sebagai berikut: (1) Hasil pemeriksaan spesifikasi teknis dan standar luas Gedung Kantor Balai Pemasyarakatan Kelas 1 Yogyakarta menyatakan gedung ini telah memenuhi syarat yang mengacu pada Peraturan Menteri PUPR No.22 Tahun 2018 tentang Syarat Teknis Pembangunan Gedung Negara. Hanya pemeriksaan akses keselamatan yaitu tangga darurat dan pemeriksaan daerah hijau bangunan yang belum direalisasikan. (2) Hasil pemerikasaan kelaikan fungsi bangunan gedung menurut Peraturan Menteri PUPR No.27 Tahun 2018 tentang Sertifikat Laik Fungsi, memperoleh persentase nilai 95.35%. Sehingga bangunan Gedung Kantor Balai Pemasyarakatan Kelas 1 Yogyakarta laik mendapatkan Sertifikat Laik Fungsi Bangunan Gedung. Kata Kunci: BAPAS, BGN, SLF, Spesifikasi, Ruangan. The Yogyakarta Class 1 Penitentiary Office Building is a State Building, the operation of which must comply with the Technical Specifications of the State Building and hold a Certificate of Building Functional Worthiness prior to its use. The purpose of this study was to find out whether the Yogyakarta Class 1 Penitentiary Office Building had met the standard requirements for space in accordance with the Minister of PUPR Regulation No.22 of 2018 concerning Technical Specifications of State Buildings and whether the Functions were Eligible according to the Regulation of the Minister of PUPR No.27 of 2018 concerning Function Feasibility Certificate. The method used in this research is the reference method which refers to the Minister of PUPR Regulation No. 27 of 2018 concerning the Certificate of Feasibility of Building Functions and the Minister of PUPR's Regulation No. 22 of 2018 concerning Technical Requirements for State Building Construction. In this study, Microsoft Excel and Autocad software were used to analyze research data. The data used to carry out the assessment uses the attachments that have been provided by the ministerial regulation as primary data, then visits the research location directly to take documentation and Asbbuilt Drawings as secondary data. For the analysis of the function of the building function, the weighting system values are not feasible 0% - 33.33%, eligible with repairs 33.34% - 66.66% and eligible 66.67%-100%. The results of the inspection of the Correctional Office Building Class 1 Yogyakarta obtained the results of the analysis and conclusions as follows: (1) The results of the inspection of technical specifications and standard area of the Yogyakarta Class 1 Penitentiary Office Building stated that this building had met the requirements referring to the Minister of PUPR Regulation No. 22 of 2018 concerning Technical Requirements for Building Construction Country. Only inspections of safety access, namely emergency stairs and inspection of green areas of buildings, have not been realized. (2) The results of the inspection of the function of the building according to the Regulation of the Minister of PUPR No. 27 of 2018 concerning the Certificate of Feasibility of Function, obtained a percentage value of 95.35%. Thus, the Yogyakarta Class 1 Penitentiary Office Building is worthy of a Certificate of Building Functionality. Keywords: BAPAS, BGN, SLF, Specifications, Room.
