Abstract
Hospital Safety Index (HSI) merupakan adalah alat yang dirancang untuk penilaian keamanan rumah sakit tersier, rumah sakit universitas atau rumah sakit rujukan utama karena rumah sakit memiliki peran yang paling penting dalam menanggapi keadaan darurat dan bencana. Penelitian ini bertujuan untuk mendapat status kesiapsiagaan struktur Gedung rumah sakit dalam menghadapi bencana COVID-19 dan mengetahui kondisi struktur Gedung RSUD Merah Puith berdasarkan Hospital Safety Index. Penelitian ini mengambil studi kasus Gedung RSUD Merah Putih Magelang yang dibangun pada tahun 2019. Metode penelitian ini merupakan kualitatif deskriptif dengan mendatangi langsung lokasi penelitian dan melakukan observasi menyeluruh agar dapat mengetahui gambaran lengkap mengenai kondisi Gedung. Dalam penelitian ini menggunakan Aplikasi Microsoft Excel dan AutoCad untuk menganalisis data penelitian. Data yang digunakan untuk melakukan penilaian menggunakan lampiran yang telah tersedia pada tabel keamanan struktur berdasarkan Hospital Safety Index, data tersebut sebagai data primer serta DED dan RKS sebagai data sekunder kemudian melakukan observasi langsung dan mengambil dokumentasi saat melakukan obsevasi. Hasil dari penelitian ini diperoleh kesimpulan sebagai berikut: (1) Hasil analisis status kesiapsiagaan struktur gedung RSUD Merah Putih dalam menghadapi bencana COVID-19 berdasarkan Hospital Safety Index menyatakan bahwa gedung tersebut diklasifikasikan berdasarkan nilai skor index 0.81 yang telah diketahui, sehingga gedung tersebut mendapatkan klasifikasi kategori A. Berdasarkan klasifikasi tersebut maka Sangat mungkin bahwa rumah sakit akan berfungsi dalam keadaan darurat dan bencana. Namun, disarankan agar melanjutkan langkah-langkah untuk meningkatkan kapasitas tanggap darurat dan Penanggulangan Bencana dan untuk melakukan langkah-langkah pencegahan dalam jangka menengah dan panjang untuk meningkatkan tingkat keselamatan jika terjadi keadaan darurat dan bencana. (2). Kondisi bangunan gedung RSUD Merah Putih baik, tidak ada retakan teramati, tidak ada deformasi, tidak ada karat. Kemudian setelah pembangunan selesai tidak ada peristiwa atau kejadian seperti gempa bumi yang dapat menurunkan kualitas bangunan Kata kunci: Hospital Safety Index, COVID-19, Keamanan Struktur Hospital Safety Index (HSI) is a tool designed for the safety assessment of tertiary, university, or primary referral hospitals because hospitals have the most critical role in responding to emergencies and disasters. This study aims to obtain the readiness status of the hospital building structure in facing the COVID-19 disaster and to determine the structural condition of the Merah Putih Hospital based on the Hospital Safety Index. This research takes a case study of the Magelang Red and White Hospital Building, built in 2019. This research method is descriptive and qualitative by going directly to the research location and conducting thorough observations to get a complete picture of the condition of the building. This study uses Microsoft Excel and AutoCAD applications to analyze research data. The data used to carry out the assessment uses the attachments available in the structural safety table based on the Hospital Safety Index, the data as primary data, and DED and RKS as secondary data, then conduct direct observations and take documentation when observing. The results of this study obtained the following conclusions: (1) The results of the analysis of the structural readiness status of the Merah Putih Hospital in dealing with the COVID-19 disaster based on the Hospital Safety Index stated that the building was classified based on the known index score of 0.81 so that the building received a classification category A. Based on the classification, it is very likely that the hospital will function in an emergency and disaster situation. However, it is recommended to continue with measures to increase the capacity of emergency response and Disaster Management and to take preventive measures in the medium and long term to improve safety in case of emergencies and disasters. (2). The condition of the Red and White Hospital building is good; no cracks are observed, no deformation, no rust.
