Abstract

Kota Yogyakarta merupakan tujuan wisata terutama pada kawasan Malioboro terdapat perkantoran, perhotelan dan pusat perbelanjaan. Pada kawasan ini seringkali terjadi permasalahan lalu lintas berupa kemacetan yang disebabkan karena jumlah kendaraan yang melintas daerah ini terlalu banyak. Hal ini membuat Pemerintah Kota Yogyakarta mengambil kebijakan untuk mengubah sistem jalan pada Jalan Mayor Suryotomo menjadi sistem jalan satu arah. Dalam penelitian ini dilakukan evaluasi mengenai kebijakan perubahan sistem jalan menjadi jalan satu arah dikedua ruas jalan tersebut. Dalam penelitian ini dilakukan perhitungan volume arus lalu lintas yang di peroleh melalui survei traffic counting. Survei dilakukan untuk memperoleh jumlah kendaraan yang melewati setiap ruas. Melakukan pengukuran geometri jalan dan melakukan perhitungan kecepetan kendaraan pada ruas Jalan Mayor Suryotomo. Kemudian dilakukan analisis dengan Manual Kapasitas Jalan Indonesia 1997 untuk mendapatkan jam puncak, arus, derajat kejenuhan (DS), nilai tingkat pelayanan yang terjadi pada ruas Jalan Mayor Suryotomo. Dari penelitian ini diperoleh bahwa perubahan sistem berhasil menurunkan DS di Jalan Mayor Suryotomo dari 0,47 menjadi 0,41. Perubahan sistem ini juga membuat kecepatan rata-rata kendaraan naik dari sebelumnya kecepatan kendaraan bermotor (MC) 31,09 km/jam menjadi 48,96 km/jam. Kendaraan ringan (LV) dari sebelumnya 26,15 km/jam menjadi 37,46 km/jam. Kendaraan berat (HV) dari sebelumnya 18,06 km/jam menjadi 22,70 km/jam. Perubahan sistem dari dua arah menjadi satu arah ini juga membuat nilai tingkat pelayanannya naik dari sebelumnya bernilai C menjadi B. Secara keseluruhan penerapan sistem satu arah pada Jalan Mayor Suryotomo ini berhasil menurunkan kemacetan. In this area, there are often traffic problems in the form of congestion caused by too many vehicles passing through this area. This made the Yogyakarta City Government take a policy to change the road system on Jalan Mayor Suryotomo to a one-way road system. In this study, an evaluation was carried out on the policy of changing the road system to a one-way road on both sections of the road. In this study, the calculation of the volume of traffic flow obtained through the traffic counting survey was carried out. Surveys are conducted to obtain the number of vehicles passing through each section. Measuring road geometry and calculating vehicle speed on the Suryotomo Major Road section. Then an analysis was carried out with the 1997 Indonesian Road Capacity Manual to obtain peak hours, currents, degrees of saturation (DS), the value of the level of service that occurred on the Jalan Mayor Suryotomo section. From this study, it was obtained that the system change succeeded in lowering the DS on Jalan Mayor Suryotomo from 0.47 to 0.41. This system change also made the average vehicle speed increase from the previous motor vehicle speed (MC) of 31.09 km/h to 48.96 km/h. Light vehicles (LV) from the previous 26.15 km/h to 37.46 km/h. Heavy vehicles (HV) from the previous 18.06 km/h to 22.70 km/h. This change in the system from two-way to one-way also made the value of its service level rise from the previous value of C to B. Overall, the implementation of the one-way system on Jalan Mayor Suryotomo has succeeded in reducing congestion.
