Abstract

The purpose of writing this final assignment report is to find out the e-purchasing system and procedures in the Goods and Services Procurement Section of the Yogyakarta City Secretariat. Apart from that, this final assignment was also prepared to evaluate that the implementation of e-purchasing is in accordance with the regulations of the Decree of the Head of the Government Goods/Services Procurement Policy Agency Number 122 of 2022 and Presidential Regulation Number 12 of 2021. E-purchasing is a procedure for purchasing goods/services through electronic catalog system. Implementation of procurement by purchasing via e-purchasing in the Goods and Services Procurement Section of the Yogyakarta City Secretariat is carried out using two methods, namely the price negotiation method and without price negotiation. The price negotiation method is implemented by the PP/PPK bargaining with the provider to reach an agreement, while for implementation without price negotiation, the price is carried out according to the price stated by the provider. The results of the research have shown that the implementation of e-purchasing in the Goods and Services Procurement Section of the Yogyakarta City Secretariat has been carried out in accordance with regulations and is carried out effectively and efficiently.
