Abstract
This study addresses the issue of inefficiency in the letter submission process at the Panjer Village Office, where long distances to the office hinder timely access to administrative services. The research employed qualitative methods, including interviews with local residents, direct field observations, and references to prior studies for comparison. The primary objective is to develop a mobile-based letter submission application that streamlines bureaucratic processes in Panjer Village. The application was developed using Kotlin for Android development and PHP MySQL for the database backend. It enables users to submit requests for six types of official letters directly through their smartphones. Key innovations include a built-in feature for automatic letter printing, eliminating the need for manual transcription. The system was evaluated through simulations, field testing, and user surveys, with results showing that 76% of respondents found the application more efficient than the traditional manual method. The findings demonstrate that this mobile application significantly enhances administrative efficiency by allowing residents to submit official documents without physically visiting the village office.
