Abstract
Dalam mendukung terciptanya moda transportasi Kereta Api Bandara sebagai akses dari/menuju Yogyakarta International Airport, diperlukan kebijakan yang harus diperhatikan dan dipertimbangkan, termasuk dalam penetapan tarif yang akan diberlakukan. Penentuan kebijakan tarif tersebut perlu adanya analisis terhadap nilai Ability to Pay (ATP) untuk menetapkan tarif pengguna jasa Kereta Api Bandara dengan moda angkutan jalan raya. ATP adalah kemampuan seseorang yang berkaitan dengan kegiatan transakti pada transportasi dapat berlangsung. Nilai Willingness to Pay (WTP) adalah kemauan/kesediaan pengguna jasa untuk mengeluarkan imbalas atas pelayanan yang diperolehnya. Atas dasar itu maka penentuan kebijakan tarif ditentukan berdasarkan kemampuan dan kemauan Ability to Pay (ATP) dan Wilingness to Pay (WTP) dengan dipengaruhi tingkat konsumtif pengguna jasa. Untuk menganalisa ATP pembayaran dari pengguna jasa pada dasarnya dilakukan dengan pendekatan travel budget, berasumsi bahwa setiap keluarga akan selalu menyisihkan sebagian dari total penghasilan untuk aktivitas perpindahan dengan kendaraan pribadi ataupun kendaraan angkutan umum. Pengukuran nilai WTP menggunakan metode stated preference. Besaran nilai ATP>WTP>tarif untuk moda transportasi taksi online, taksi argo dan ojek online memiliki nilai ATP > WTP, hal ini menunjukkan bahwa kesediaan membayar pengguna moda lebih kecil daripada kemampuan membayarnya, walaupun tarif yang berlaku lebih besar dibandingkan moda transportasi lain, tidak mempengaruhi minat masyarakat untuk menggunakan moda transportasi tersebut. Sedangkan untuk moda transportasi lain seperti kereta api bandara dan damri memiliki nilai ATP<WTP, masayarakat dapat menerima kenaikan tarif dan operator mempunyai keleluasan untuk meningkatkan tarif dengan tuntutan agar ada peningkatan pelayanan. Nilai ATP rata-rata KA Bandara didapat sebesar Rp. 24.208 dan WTP rata-rata didapat sebesar Rp.37.844, Taksi Online didapat sebesar Rp. 284.000 dan WTP rata-rata didapat sebesar Rp.303.744, Damri didapat sebesar Rp. 78.774 dan WTP rata-rata didapat sebesar Rp.84.333, Taksi Argo didapat sebesar Rp 412.579 dan WTP rata-rata didapat sebesar Rp.335.000, Ojek Online didapat sebesar Rp. 148.125 dan WTP rata-rata didapat sebesar Rp.142.143. ATP is a person's ability related to transactional activities in transportation that can take place. The Willingness to Pay (WTP) value is the willingness/willingness of service users to pay in return for the services they receive. On this basis, the determination of the tariff policy is determined based on the ability and willingness of the Ability to Pay (ATP) and Willingness to Pay (WTP) influenced by the consumer level of service users. To analyze the ATP payments from service users, it is basically carried out using a travel budget approach, assuming that each family will always set aside a portion of their total income for moving activities by private vehicle or public transport vehicle. The measurement of the WTP value uses the stated preference method. The value of ATP > WTP > fares for online taxi, metered taxi and online motorcycle taxi modes has an ATP > WTP value, this shows that the willingness to pay for mode users is smaller than the ability to pay them, even though the applicable rates are higher than other modes of transportation, not influencing people's interest in using this mode of transportation. Meanwhile, other modes of transportation such as airport and damri trains have ATP <WTP values, the public can accept the increase in tariffs and operators have the flexibility to increase tariffs with the demand that there be an increase in service. The average ATP value for airport trains is Rp. 24,208 and the average WTP is Rp. 37,844, Online Taxis are Rp. 284,000 and the average WTP is Rp. 303,744, Damri is Rp. 78.774 and the WTP is Rp.
