Abstract
This Final Project Report has been prepared to analyze and evaluate the cash disbursement procedures at the Trade Office of Yogyakarta City. The evaluation aims to determine the extent to which these procedures comply with the applicable Standard Operating Procedures (SOP), particularly those related to state financial management. The research employs a qualitative approach, utilizing data collection methods such as interviews with relevant parties, observations, document reviews, and a literature review to supplement the gathered data and information. The study’s findings indicate that, overall, the cash disbursement procedures at the Trade Office of Yogyakarta City have been conducted following the applicable standards and regulations. These procedures encompass a range of administrative and technical steps, including budget planning, payment submission, fund disbursement, financial reporting, and accountability. However, several weaknesses were identified in the implementation, including lengthy fund disbursement processes, the absence of underpayment claims, and gaps in the internal control system that could potentially lead to fraud. Based on these findings, several recommendations are suggested, including the need to improve administrative efficiency and to strengthen the internal control system. This evaluation is expected to serve as valuable input for the Trade Office of Yogyakarta City in its efforts to enhance better, more accountable, and transparent financial governance.
