Abstract
The development of information technology, particularly the internet and mobile devices, has transformed communication patterns and public services. However, the Cipetir Village Government in Lebakwangi District, Kuningan Regency, continues to face challenges regarding the effectiveness and transparency of public complaint handling, which is still conducted conventionally. This study designed and implemented an Android application based on a public complaints discussion forum as a fast, efficient, and targeted digital solution. The development followed a prototype model encompassing analysis, design, implementation, and testing stages, utilizing the Flutter framework (Dart language) and Firebase integration for authentication, storage, and complaint management. The application offers features for submitting complaints, administrative responses, a discussion forum, complaint replies, and status tracking. The study’s results indicate increased public participation, transparency, and accountability in public services, with potential for further development of features such as notifications, geo-tagging, and live chat.
