Abstract

Hospital Safety Index yang dibuat oleh Pan American Health Organization tahun 2008 ini digunakan untuk mengukur tingkat keselamatan rumah sakit dalam menghadapi bencana. Penelitian ini bertujuan untuk mendapatkan nilai skor index kesiapsiagaan struktur gedung rumah sakit dalam menghadapi bencana covid-19, dan status kesiapsiagaan struktur gedung rumah sakit dalam menghadapi bencana covid-19 berdasarkan Hospital Safety Index. Penelitian ini mengambil studi kasus Gedung IGD RSUD Panembahan Senopati Bantul yang baru dibangun pada tahun 2020 dalam kondisi terjadinya covid-19. Metode penelitian ini adalah kualitatif deskriptif sehingga metode ini dilakukan dengan mendatangi langsung lokasi penelitian dan melakukan pengamatan menyeluruh agar dapat menyajikan gambaran lengkap mengenai kondisi gedung. Dalam penelitian ini menggunakan Software Microsoft Excel dan AutoCad untuk menganalisis data penelitian. Data yang digunakan untuk melakukan penilaian menggunakan lampiran yang telah tersedia pada tabel keamanan struktur berdasarkan Hospital Safety Index, data tersebut sebagai data primer kemudian melakukan pengamatan langsung dan mengambil dokumentasi serta DED sebagai data sekunder. Berdasarkan hasil analisis dan perhitungan yang telah dilakukan pada penelitian ini diperoleh kesimpulan sebagai berikut: (1) Hasil analisis nilai skor index keamanan struktur pada gedung IGD RSUD Panembahan Senopati Bantul menyatakan bahwa gedung ini telah mendapatkan skor index dengan nilai 0,83 dan perhitungan ini mengacu pada tabel Hospital Safety Index. (2) Hasil analisis status kesiapsiagaan struktur gedung IGD RSUD Panembahan Senopati Bantul dalam menghadapi bencana covid-19 berdasarkan Hospital Safety Index menyatakan bahwa gedung tersebut diklasifikasikan berdasarkan nilai skor index 0,83 yang telah diketahui, sehingga gedung tersebut mendapatkan klasifikasi kategori A. Berdasarkan klasifikasi tersebut maka Sangat mungkin bahwa rumah sakit akan berfungsi dalam keadaan darurat dan bencana. Namun, disarankan agar melanjutkan langkah–langkah untuk meningkatkan kapasitas tanggap darurat dan Penanggulangan Bencana dan untuk melakukan langkah-langkah pencegahan dalam jangka menengah dan panjang untuk meningkatkan tingkat keselamatan jika terjadi keadaan darurat dan bencana. This study aims to obtain a preparedness index score for hospital building structures in the face of the Covid-19 disaster, and the preparedness status of the hospital building structures in the face of the Covid-19 disaster based on the Hospital Safety Index. This research takes a case study of the emergency room building at the Panembahan Senopati Hospital, Bantul, which was newly built in 2020 under the conditions of the occurrence of Covid-19. This research method is descriptive qualitative which is carried out by visiting the research location directly and making thorough observations in order to present a complete picture of the condition of the building. This study uses Microsoft Excel and AutoCad software to analyze research data. The data used to carry out the assessment is an attachment that has been provided in the table of structural safety based on the Hospital Safety Index which is designated as primary data then makes direct observations and takes documentation and DED as secondary data. Based on the results of the analysis and calculations that have been carried out in this study, the following conclusions are obtained: (1) The results of the analysis of the structural safety index score in the IGD building at Panembahan Senopati Bantul Hospital show that this building has received an index score of 0.83 and this calculation refers to in the Hospital Safety Index table. (2) The results of the analysis of the preparedness status of the IGD building structure of the Panembahan Senopati Hospital, Bantul in dealing with the Covid-19 disaster based on the Hospital Safety Index stated that the building was classified based on a known index score of 0.83, so the building was classified as category A. Based on the classification It is highly probable that the hospital will function in emergencies and disasters. However, it is recommended to continue with measures to increase the capacity of emergency response and Disaster Management and to carry out preventive measures in the medium and long term to increase the level of safety in case of emergencies and disasters.
