Abstract

ABSTRACT Weak oversight mechanisms and the lack of objective field data often hinder the effectiveness of police patrols. Previous research has developed GPS-based mobile route-tracking applications; however, these solutions remain limited because they focus solely on the officer’s side (client-side) and lack a centralized control system. Consequently, supervisors face a managerial “blind spot no real-time visualization of personnel movements and no automated verification of whether officers actually visit critical locations or merely pass through them. This final project addresses this gap by integrating existing mobile applications into a comprehensive ecosystem: a web-based monitoring and evaluation system. By combining geolocation and geofencing algorithms at points of interest (POIs), this research converts raw location data into strategically valuable performance insights. Test results demonstrate that the system not only accurately tracks officer positions on OpenStreetMap but also successfully automates the verification of presence at vulnerable sites. The implications of this research represent a paradigm shift in supervision, moving from subjective, manual methods to modern, transparent, measurable, and data-driven operational management.
