Abstract
Permasalahan yang muncul di lokasi penelitian dimana kondisi jalan yang rusak parah seperti lubang pada jalan yang berukuran besar, pinggir jalan yang mengalami penurunan, jalan yang terdapat banyak lumpur dikarenakan curah hujan yang tinggi, dan masyarakat yang mengeluh karena truk menyebabkan jalan semakin rusak, menyebabkan waktu perjalanan lebih lama dari pada biasanya untuk sampai ketempat tujuan. Penelitian ini menggunakan metode Pacific Consultants International (PCI) untuk jalan non-tol pada perhitungan BOK. Metode merupakan penjumlahan dari biaya tidak tetap (Variable Cost) dan biaya tetap (Standing Cost), yang dipengaruhi oleh kecepatan kendaraan dan jenis kendaraan yang di gunakan. Sedangkan untuk kerusakan permukaan jalan menggunakan metode Pavement Condition Index (PCI). Metode PCI ini merupakan indeks numerik yang nilainya berkisar antara 0 sampai 100. Nilai 0 meunjukkan perkerasan dalam kondisi sangat rusak, dan nilai 100 menunjukan perkerasan perkerasan masih sempurna. Berdasarkan hasil penelitian yang dilakukan didapatkan nilai perbandingan untuk truk kecil yang melalui jalan baik dan rusak selisih Rp 2.418/km. Sedangkan untuk truk besar yang melalui jalan baik dan rusak selisih Rp 6.430/km. Sedangkan untuk presentasi nilai kerusakan pada permukaan jalan dalam perhitungan PCI pada 3 sampel setiap rating adalah poor sebanyak 1 segmen sebesar 45%, very poor sebanyak 2 segmen sebesar 17%. Dari presentasi tersebut, terlihat bahwa rating very poor merupakan tingkat kerusakan PCI dengan jumlah sebanyak 2 segmen. Kata kunci: Biaya Operasional Kendaraan (BOK); Kondisi Permukaan Jalan. The problems that arise at the research site are the condition of the road that is badly damaged such as large potholes, roadsides that have decreased, roads that have a lot of mud due to high rainfall, people who complain because trucks cause roads to get worse, causing travel time longer than usual to get to the destination. This study uses the Pacific Consultants International (PCI) method for non-toll roads in calculating BOK. The method is the sum of variable costs and standing costs, which are affected by the speed of the vehicle and the type of vehicle used. As for damage to the road surface using the Pavement Condition Index (PCI) method. This PCI method is a numerical index whose value ranges from 0 to 100. A value of 0 indicates a pavement in a very damaged condition, and a value of 100 indicates that the pavement is still perfect. Based on the results of the research conducted, the comparison value for small trucks traveling through good and damaged roads is a difference of Rp. 2,418/km. Meanwhile, for large trucks traveling on good and damaged roads, the difference is IDR 6,430/km. As for the presentation of the value of damage to the road surface in the calculation of PCI in 3 samples, each rating is poor by 1 segment by 45%, very poor by 2 segments by 17%.
