Abstract
Berdasarkan data Program Jaminan Kecelakaan Kerja, terdapat peningkatan jumlah kasus kecelakaan kerja pada tahun 2020-November 2022. Pada tahun 2020, sebanyak 221.470 kasus, sebanyak 234.370 kasus di tahun 2021, dan jumlah kasus kecelakaan kerja semakin naik menjadi 265.334 kasus hingga November 2022. Upaya dalam pengendalian kecelakan kerja dan penyakit akibat kerja, perlu usaha untuk mengidentifikasi faktor dan sumber bahaya di tempat kerja dan dievaluasi risiko serta dilakukan upaya pengendalian yang memadai. Pembangunan Gedung Sarana Olahraga Universitas Negeri Yogyakarta Kampus Gunung Kidul memiliki beberapa kendala dalam pelaksanaan nya khususnya pada bagian keselamatan konstruksi. Maka dari pada itu dilakukanlah identifikasi risiko dengan metode Construction Safety Analisys (CSA) dan Identifikasi Bahaya, Penilaian Risiko dan Peluang (IBPRP). Tujuan dari penelitian ini untuk mengetahui perbedaan tingkat resiko (risk ratio) pada pembangunan pekerjaan Kolom pedestal, kolom baja, balok baja dan struktur ranga atap menggunakan metode IBPRP dan CSA berdasarkan Permen PUPR No. 10 Tahun 2021 dan mengetahui nilai Rencana Anggaran Biaya (RAB) Keselamatan Konstruksi untuk pelaksanaan pekerjaan kolom pedestal, kolom baja, balok baja dan struktur rangka atap pada Gedung Sarana Olahraga. Didapatkan hasil 523 variabel indikator risiko pada pekerjaan sturktur atas dengan risiko kecil sebesar 34,60%, risiko sedang 54,11% , risiko besar dengan nilai 11,28%. Dari penelitian yang dilakukan, didapatkan hasil berupa dari metode Construction Safety Analysis (CSA) dan Identifikasi Bahaya, Penilaian Risiko dan Peluang (IBPRP). Didapatkan kebutuhan pekerja pada setiap tahapan pekerjaan sebanyak 57 orang. Dengan Rencana Anggran Biaya (RAB) Keselamatan Konstruksi sebesar Rp.16.562.245.000,- (Enam Belas Milyar Lima Ratus Enam Puluh Dua Juta Dua Ratus Empat Puluh Lima Ribu Rupiah) dikurangi dengan jumlah RAB Keselamatan Konstruksi pekerjaan Struktur Atas Proyek Pembangunan Gedung Sarana Olaharaga Universitas Negeri Yogyakarta Kampus Gunung Kidul sejumlah Rp. 131.709.000,00atau 0.80% dari nilai kontrak atau 0.80% dari nilai kontrak. The construction of the Yogyakarta State University Sports Facility Building, Gunung Kidul Campus, had several obstacles in its implementation, especially in the construction safety section. Therefore, risk identification was carried out using the Construction Safety Analysis (CSA) and Hazard Identification, Risk and Opportunity Assessment (IBPRP) methods. The purpose of this study was to determine the difference in the level of risk (risk ratio) in the construction work of pedestal columns, steel columns, steel beams and roof truss structures using the IBPRP and CSA methods based on PUPR Ministerial Regulation No. 10 of 2021 and find out the value of the Construction Safety Budget Plan (RAB) for carrying out work on pedestal columns, steel columns, steel beams and roof truss structures in the Sports Facility Building. The results obtained were 523 risk indicator variables on upper structure work with a small risk of 34.60%, moderate risk of 54.11%, large risk with a value of 11.28%. From the research conducted, the results were obtained in the form of the Construction Safety Analysis (CSA) and Hazard Identification, Risk and Opportunity Assessment (IBPRP) methods. Obtained the need for workers at each stage of work as many as 57 people. With the Construction Safety Budget Plan (RAB) of IDR 16,562,245,000, - (Sixteen Billion Five Hundred Sixty Two Million Two Hundred Forty-Five Thousand Rupiah) reduced by the amount of Construction Safety RAB for the work of the Upper Structure of the University Sports Facilities Building Development Project Yogyakarta State Campus Gunung Kidul in the amount of Rp. 131,709,000.00 or 0.80% of the contract value or 0.80% of the contract value.
