In the process of export-import, the attention of cows’ health is a top priority. Therefore, the Minister of Trade issues export-import regulations which must obtain a recommendation letter from the Minister of Agriculture. A letter of recommendation is issued after going through the quarantine process. Quarantine is done to check the health condition of cows. The ability to diagnose cow disease cannot be done by a quarantine team without the presence of an expert to make a diagnosis. Therefore, we need a system which can diagnose cow disease in order to substitute the existence of experts. The expert system is built by using the Dempster-Shafer method which the evidence value is obtained from an expert. Demster Shafer is a mathematical proof theory based on the value of belief and plausibility. The belief value is taken from the weight of the symptoms, then the plausibility is determined. The elements of the disease in the selected symptom are made as a set to do the slices with the second symptom. Mass Function is determined by using the Dempster combination rule based on the value of belief and plausibility. The result of the first and second set of slices will be a new set and the results of the first density and the second density will be the new density. The slice process will repeat until the last symptom. The diagnosis is a set with the highest mass function value. Cow disease diagnosis system is built by using java eclipse and mysql programs as a database. The results of the application diagnosis using 8 cases of cow disease from the case report reach an average of 50%. Keywords: expert systems, cow disease, Eclipse Java, MySQL, dempster-shaf
