Abstract

ABSTRAK Pusat MICE (Meeting, Incentive, Convention/Conference, and Exhibition) merupakan wahana atau wadah yang diharapkan mampu mengakomodir kegiatan industri wisata baik secara lokal, nasional, maupun internasional serta meningkatkan kualitas pengembangan dan penataan kawasan kota yang terfragmentasi. Dalam perancangannya Pusat MICE di Kota Tasikmalaya mengusung pendekatan Sistem Transit Oriented Development (TOD) yang memaksimalkan penggunaan angkutan massal serta mengintegrasikannya dengan simpul-simpul komersial seperti; stasiun, terminal, bandara, pusat kota, pertokoan atau pusat perbelanjaan, pusat pendidikan, maupun pusat pemerintahan sebagai solusi atraksi, amenitas, dan aksesibilitas (dalam faktor jarak dan waktu tempuh) khususnya bagi para wisatawan dalam pengalamannya berwisata di Kota Tasikmalaya sebagai destinasi unggulan yang sesuai dalam rancangan Rencana Strategi (RENSTRA) Kota Tasikmalaya Bidang Pariwisata tahun 2013-2018 dan PERMEN RI Nomor 5 Tahun 2017 tentang Pedoman Destinasi Penyelenggaraan Pertemuan, Perjalanan Insentif, Konvensi, dan Pameran. Perancangan Pusat MICE berbasis Transit Oriented Development (TOD) di Kota Tasikmalaya menggunakan metode elaborasi yang menekankan pendekatan secara umum ke khusus yang ditunjang dengan studi preseden untuk dapat menarik kesimpulan setelah tahap eksplorasi. Dalam rancangannya, Pusat MICE berbasis Transit Oriented Development (TOD) di Kota Tasikmalaya dibekali dengan strategi desain sirkulasi mengalir pada ground floor dan flyover yang terintegrasi langsung dengan area Exhibition Hall, Information Center, serta Meeting, and Convention Hall untuk menciptakan pengalaman ruang yang lebih sebagai alur integrasi dan konektivitas dalam pergerakan tanpa batas dari berbagai blok-blok kota sekitar yang terfragmentasi. Adapun aksesibilitas, sirkulasi, dan tampilan bangunan dirancang dengan se-atraktif dan se-aktif mungkin yang dikembangkan sesuai dengan delapan prinsip TOD yaitu; walk, cycle, connect, transit, mix, densify, compact, dan shift untuk meningkatkan daya tarik dan menciptakan pengalaman vista menarik yang berbeda dalam setiap pergerakan di dalamnya. Kata kunci: MICE, Pusat, Transit Oriented Development ABSTRACT Center for MICE (meeting, incentive, convention/conference, and exhibition) is a space that is expected to accommodate tourism industry activity locally, nationally, or even internationally and to increase the quality of development and plan in the fragmented area. The design of MICE center in Tasikmalaya City will use Transit Oriented Development (TOD) system that will maximize public transport usage and integrate it through commercial knots like stations, terminals, airport, city center, shopping center, education center, and government center as attraction solution, amenity, and accessibility (in term of distance and travelling time) especially for tourist of Tasikmalaya City as outstanding destination according to Strategic Draft Plan (RENSTRA) of Tasikmalaya Tourism year 2013-2018 and Ministerial Regulation of Indonesia Number 5 of 2017 about Destination Guidelines for Meeting, Travel, Incentive, Convention, and Exhibition. Design of MICE center through Transit Oriented Development (TOD) in Tasikmalaya City used elaboration method that is emphasized to exploration approach. The design is equipped with strategy of flow circulation design on the ground floor and flyover that is integrated directly to the area of exhibition hall, information center, as well as meeting and convention hall for creating room experience as integration and connectivity plot in the unlimited movement from various blocks around fragmented city. Accessibility, circulation, and appearance of the building is designed as attractive and active as possible according to eight principles of TOD namely walk, cycle, connect, transit, mix, density, compact, and shift for increasing attraction and creating interesting and different vista experience in every movement the building.
