ABSTRACT Fiber To The Home (FTTH) is an information delivery format in the form of light waves from the provider center to the user area using optical fiber as the delivery medium. In the construction of the FTTH network, a feasibility study is needed to optimize the existing network in order to obtain an optimal network according to the feasibility of network parameters and efficient in financing the construction of FTTH network. In this study, a network design FTTH was carried out using an optic system at the Joglo Plawang Area of Yogyakarta, by analyzing the feasibility of FTTH networks based on the parameters of the link power budget and bit error rate (BER). The research was carried out through several stages: conducting the survey, sketching the area, designing the system, analyzing the results of testing and evaluating it. Based on the results of testing using an optical system, the calculation of the power budget downstream link is -21,963 dBm and the link power upstream budget is -4,534 dBm. This means that the link meets the eligibility requirements of PT. Telkom, as the requirement should be below -25 dB and ITU-T G.984.2 that’s below -28 dB. Therefore, the FTTH network design for the Joglo Plawang Yogyakarta area is feasible in terms of the link power budget downstream and upstream parameters. The BER values by the simulation results downstream is 2.09641 x 10-11 and upstream is 0, which means that this design can be classified as an ideal category because it is smaller than the standard value of BER from PT.
