Abstract
ABSTRAK Pembangunan Jalan Lingkar Selatan Pati merupakan salah satu program kerja Pemerintah Daerah dalam RTRW Kabupaten Pati Tahun 2010-2030. Pembangunan Jalan Lingkar Selatan Pati yang menghubungkan Desa Sokokulon di bagian barat dan Desa Widorokandang di bagian timur tersebut telah memberikan dampak sosial dan ekonomi khususnya kepada masyarakat yang tinggal di sekitar Jalan Lingkar Selatan Pati. Selama proses pembangunan hingga masa operasional jalan lingkar dimulai, perubahan lahan sudah mulai terjadi. Perubahan fungsi lahan yang terjadi umumnya bermula sebagai kawasan pertanian dan saat ini telah berubah menjadi area badan jalan dan beberapa bangunan dengan fungsi beragam. Penelitian ini bertujuan untuk mengetahui dampak perubahan kondisi karakteristik sosial dan ekonomi masyarakat di sekitar Jalan Lingkar Selatan Pati, melalui analisis perubahan kondisi aksesibilitas dan transportasi, serta pola perubahan penggunaan lahan setelah pembangunan Jalan Lingkar Selatan Pati. Metode yang digunakan adalah deduktif kualitatif dengan tipe fenomenologi, dimana teori menjadi latar pikir untuk menemukan unit-unit informasi dan kemudian dikelompokkan dalam kategorisasi tema-tema. Hasil penelitian menunjukkan bahwa pembangunan Jalan Lingkar Selatan Pati menunjukkan dampak postif dan negatif terhadap kodisi sosial dan ekonomi masyarakat khususnya yang tinggal di sekitar jalan lingkar tersebut. Dampak dari pembangunan Jalan Lingkar Selatan Pati memang belum terlihat secara merata namun bentuk dari perubahan kondisi sosial dan ekonomi yang bernilai positif bagi masyarakat ditunjukkan dengan adanya kemudahan akses untuk menjangkau wilayah lain, serta fasilitas umum atau sosial. Selain itu hasil penelitian juga menemukan bahwa masyarakat lokal mulai mengembangkan usaha warung kecil di sekitar jalan lingkar dan persimpangan jalan dan masyarakat pendatang yang turut membuka peluang kegiatan perdagangan dan jasa. Namun demikian, masih didapati perubahan kondisi sosial dan ekonomi yang bernilai negatif, yakni berupa munculnya balapan motor liar yang cukup mengganggu kenyamanan masyarakat hingga masih belum adanya sarana pembatas jalan untuk kondisi putar balik arah yang tidak cukup menguntungkan dari sisi efisiensi jarak dan waktu. Kata Kunci: Dampak; Jalan Lingkar; Sosial; Ekonomi ABSTRACT The construction of Pati South Ring Road is one of the Government’s work programs in the RT/RW of Pati Regency in 2010-2030. The construction of the Pati South Ring Road, which connects Sokokulon Village in the west and Widorokandang Village in the east, has had a social and economic impact, especially toward the people living around the Pati South Ring Road. During the construction process until the ring road operational period begins, land changes have started to occur. Changes in land use that occurred generally started as an agricultural area and now it has turned into a road area and several buildings with various functions. This study aims to determine the impact of changes in the social and economic characteristics of the community around the Pati South Ring Road, through analysis of the changes in accessibility and transportation conditions, as well as land use change patterns after the construction of the Pati South Ring Road. The method used is qualitative deductive with the phenomenological type, where the theory becomes the background for finding units of information and then they are grouped into categorization of themes. The results showed that the construction of the Pati South Ring Road showed positive and negative impacts toward the social and economic conditions of the community, especially those living around the ring road. The impact of the construction in Pati South Ring Road has not been seen evenly, but the form of changes in social and economic conditions that are positive for the community is indicated by the ease of access to reach other areas, as well as public or social facilities. In addition, the results of the study also find that local people begin to develop small shop businesses around the ring roads and road intersections and that migrant communities opened up opportunities for trade and service activities. However, there are still changes in social and economic conditions which are negative value, those are in the form of the emergence of illegal motorbike races which are quite disturbing to the community comfort; and there are still no road divider facilities for a reversal condition which is not sufficiently profitable in terms of distance and time efficiency.
