Abstract
Public services are needed by the community so that the government needs to provide quality service. In order to create quality public services, the government issues Permendagri or the rules of minister of home affairs number 4 of 2010 concerning Guidelines for District Integrated Administrative Services (PATEN). The main objective of PATEN is to improve service quality and bring services closer to the community. This study aims to determine how the implementation of PATEN in North Jayapura District and what factors affect PATEN in North Jayapura District.The problem in this research is that the population administration service system is felt by the community to be inefficient because it takes time in service procedures. This research is a field research which is a study conducted in real life based on the nature of this research is descriptive. The objects in this study are the people in North Jayapura District. The research method used is the method of interview and documentation of the data obtained and analyzed carefully. This study aims to provide convenience to the people of Jayapura City, especially the people of North Jayapura District in providing population administration services by using a web-based application. It is hoped that later on, it can summarize service procedures, service costs that should not be incurred by the community. Keywords: Public Service, District Integrated Administration Services
