Abstract
ABSTRAK Bendung Cemer sebagai bangunan prasarana irigasi, maka harus memiliki kondisi yang layak agar berfungsi dengan baik. Fungsi bendung sangat dipengaruhi oleh kondisi fisik pada bendung tersebut, kondisi fisik bendung yang mengalami kerusakan akan mengakibatkan penurunan fungsi. Oleh karena itu, kerusakan yang terjadi harus dilakukan rehabilitasi agar fungsi bendung kembali baik. Melalui dana APBN Pemerintah menyediakan Dana Alokasi Khusus yang dapat dimanfaatkan untuk kegiatan rehabilitasi dan pemeliharaan dengan tujuan meningkatkan fungsi serta kondisi fisik bangunan irigasi secara bertahap dan berkelanjutan, maka diperlukan analisis prioritas dan pemeliharaan. Analisis data pada penelitian evaluasi kelayakan dan penentuan prioritas rehabilitasi pada bendung cemer yaitu dari mengolah data hasil survei lapangan yang dikembangkan sesuai kondisi dan tingkat kerusakan pada komponen bendung. Evaluasi kelayakan dan penentuan prioritas rehabilitasi pada bendung cemer menggunakan 3 (tiga) metode MADM yaitu Simple Additive Weightting (SAW), Technique for Order Preference by Similarity to Ideal Solusion (TOPSIS), dan Analytic Hierarchi Process (AHP), Kriteria kondisi prasarana terbagi menjadi 2 kondisi yaitu kondisi fisik dengan persentase 23 dan kondisi fungsi dengan presentase 34. Penelitian juga menggunakan Software Statistical Product and Service Solutions (SPSS), untuk membandingkan data mana yang lebih akurat dari metode MADM dan metode K-Means Clusteringn, Metode K-Means Clustering menggunakan 3 cluster dengan 3 variabel data. Hasil analisis kelayakan bendung, presentase kerusakan dari prasarana Bendung Cemer sebesar 25,78% dan nilai kondisi prasarana Bendung Cemer senilai 74,22%, maka kondisi prasarana Bendung Cemer masuk pada kriteria Layak. Hasil analisis prioritas rehabilitasi dengan metode Simple Additive Weightting (SAW) didapatkan nilai terbesar yaitu Kolam Olak sebesar 57%, hasil analisis rehabilitasi dengan metode Technique for Order Preference by Similarity to Ideal Solusion (TOPSIS) didapatkan nilai terbesar yaitu Kolam Olak sebesar 100%, hasil analisis Analytic Hierarchi Process (AHP) didapatkan nilai terbesar yaitu Kolam Olak sebesar 37,5%. Hasil analisis K-Means Clustering komponen Tubuh Bendung yang diprioritaskan untuk direhabilitasi pada cluster 1 karena pada cluster 1 menunjukan nilai signifikan 0,00. Hasil analisis yang cukup berbeda Technique for Order Preference by Similarity to Ideal Solusion (TOPSIS). Metode TOPSIS adalah metode yang sesuai digunakan dari pada 3 metode yang lain, nilai dari metode TOPSIS memiliki nilai yang beda nyata dan sesuai dilapangan. ABSTRACT Cemer weir as an irrigation infrastructure building must have proper conditions in order to function properly. The function of the weir is strongly influenced by the physical conditions in the weir. The physical condition of the weir that is damaged will result in deterioration of function. Therefore, the damage that occurs must be rehabilitated so that the dam function is good again. Through the APBN funds the Government provides a Special Allocation Fund that can be utilized for rehabilitation and maintenance activities with the aim of gradually increasing the physical function and condition of irrigation buildings, therefore priority analysis and maintenance is needed. Data analysis in this study starts from processing data from field survey results that are developed according to the condition and level of damage to the dam component. Evaluation of the feasibility and determination of rehabilitation priorities in cemer weir using 3 (three) MADM methods, namely Simple Additive Weightting (SAW), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), and Analytic Hierarchical Process (AHP). Infrastructure condition criteria are divided into 2 conditions, namely physical conditions with a percentage of 23 and function conditions with a percentage of 34. The study also uses Statistical Product Software and Service Solutions (SPSS) to compare which data is more accurate between the 2 methods, MADM or K-Means Clustering method . The K-Means Clustering method uses 3 clusters with 3 data variables. From the results of the feasibility analysis of the weir, the percentage of damage from the Cemer Dam infrastructure was 25.78% and the value of the condition of the Cemer Dam infrastructure was 74.22%, and therefore the condition of Cemer Dam infrastructure was included in the Eligible criteria. The results of the rehabilitation priority analysis using the Simple Additive Weightting (SAW) method obtained the greatest value, namely Olak Pool by 57%, the results of rehabilitation analysis using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) obtained the largest value, namely Olak Pool by 100%, the results Analytic Hierarchical Process (AHP) analysis showed that the biggest value was Olak Pool with 37.5%. From the results of the K-Means Clustering analysis, the Weir Body component that is prioritized for rehabilitation in cluster 1 because cluster 1 shows a significant value of 0.00. The results of the analysis are quite different. Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is an appropriate method used than the other 3 methods.
