Abstract
The purpose of this final project report is to determine the procedure and implementation of the whistle-blowing system (both offline and online) contained in the Inspectorate of Sleman Regency and to find out the perceptions of the State Civil Apparatus (ASN) in Sleman Regency regarding whistle-blowing. To find out the ASN's perception of whistle-blowing, this study used a survey approach, by distributing questionnaires to ASNs working in the Inspectorate of Sleman Regency, the Regional Finance and Asset Agency, and the Population and Civil Registry Service. The number of respondents in this study were 36 respondents. In this questionnaire there are two perceptions in the form of perceptions about the whistle-blowing system and perceptions about the intention to do whistle-blowing. The results of the questionnaire regarding the perception of the whistle-blowing system show positive results. The majority of respondents strongly agree with the existence of a whistle-blowing system to minimize fraud. Then the results of the questionnaire regarding the intention to do whistle-blowing also showed positive results. The majority of respondents have the desire to become a whistle-blower to report fraud that they are aware of. In the last part of the questionnaire regarding the factors that respondents believe have the most potential to improve someone doing whistle-blowing shows the results that organizational commitment is a potential factor in encouraging someone to do whistle-blowing.
