Abstract
Penelitian ini bertujuan untuk mengetahui penerapan norma-norma tentang perlindungan hukum terhadap budaya di Kabupaten Sukoharjo. Pada penelitian ini, saya sebagai penulis menggunakan metode penelitian hukum normarif atau doktrinal. Penelitian ini bersifat preskriptif dan terapan untuk mengetahui penerapan norma-norma yang ada dalam pelaksanaan perlindungan hukum terhadap budaya yang ada di Kabupaten Sukoharjo. Dengan pendekatan perundang-undangan, bahan hukum primer yang digunakan dalam penelitian ini berupa peraturan perundang-undangan perlindungan hukum terhadap budaya serta bahan hukum sekunder yang digunakan berupa buku-buku hukum dan penelitian hukum lain yang relevan. Sedangkan bahan non hukum yang digunakan berupa buku-buku non hukum serta jurnal-jurnal non hukum. Teknik pengumpulan bahan hukum yang dilakukan oleh penulis di dalam penulisan hukum ini menggunakan studi dokumen atau bahan pustaka dan wawancara. Teknik analisa bahan hukum dalam penelitian ini menggunakan metode deduksi. Berdasarkan hasil penelitian dan pembahasan dihasilkan kesimpulan yaitu perlindungan hukum yang dilakukan oleh Pemerintah Daerah Kabupaten Sukoharjo terhadap Budaya sangatlah belum optimal karena ketiadaan Perda budaya di Kabupaten Sukoharjo. Kendala yang dihadapi oleh Pemerintah Daerah Kabupaten Sukoharjo yaitu kurangnya dukungan di bidang pelaksanaan, serta kesadaran masyarakat akan pentingnya keberadaan budaya masih minim dan harus di tingkatkan kembali. This research aimed to examine the application of norms regarding the legal protection of the culture in Sukoharjo Regency. Researcher used the doctrinal or normative legal research method. This is a prescriptive and applied research to examine the application of existing norms in the implementation of legal protection for the culture in Sukoharjo Regency. With statutory approach, the primary legal materials used in this research were in the form of laws and regulations for legal protection of culture, and the secondary legal materials used were in the form of legal books and other relevant legal research. The non-legal materials used were in the form of non-legal books and non-legal journals. The technique of collecting the legal materials used document studies or library materials, and also interviews. The technique of analyzing the legal materials used the deduction method. Based on the results and discussion, it was concluded that the legal protection carried out by the Regional Government of Sukoharjo Regency for the Culture was not yet very optimal due to the absence of the regional regulation for the culture in Sukoharjo Regency. The obstacles faced by the Regional Government of Sukoharjo Regency were the lack of support in the implementation, as well as the public awareness that was still minimal regarding the importance of the existence of culture, and had to be improved again.
