Abstract
This study aims to analyze how Tempo Magazine visually and textually represents the issue of budget efficiency through semiotic analysis. The data were taken from three editions of Tempo Magazine covers: 7 February 2025, 18 February 2025, and 10 March 2025. This research uses qualitative approach with Charles Sanders Peirce’s semiotic theory to identify and categorize signs found on the covers, resulting in 21 identified signs consisting of 10 icons, 8 indices, and 3 symbols. Furthermore, Roland Barthes’ theory of denotation and connotation is used to examine the deeper meanings embedded within the visual elements. The analysis reveals that while the denotative elements present literal images such as public figures, objects, and familiar national symbols, while the connotative readings uncover ideological narratives related to budget efficiency in Indonesia. Finally, this study also investigates the interplay between textual and visual components, finding that both elements work cohesively to emphasize the theme of budget efficiency. Through symbolic representations and emotionally charged visuals, Tempo’s covers effectively convey meaning of budget efficiency in Indonesia.
