Abstract

ABSTRACT ANALYSIS OF THE LEVEL OF CIVIL SERVANTS' WORK DISCIPLINE AND IMPLEMENTATION OF THE INTERNAL CONTROL SYSTEM IN THE BELIK DISTRICT Mila Hermiyanti 5180111164 Work discipline is crucial in ensuring the smooth execution of civil servants' duties. To enhance the discipline of civil servants, the government has implemented a policy by issuing Government Regulation No. 94 of 2021 concerning civil servant discipline, which serves as a fundamental guideline to ensure that civil servants act as proper and responsible state apparatus. However, civil servant discipline remains below the expected standards due to various disciplinary violations frequently committed by employees. These violations include arriving late, leaving the office without permission, returning late after breaks, lingering at nearby stalls during working hours, and other misconduct. Such behavior leads to decreased employee efficiency, which, in turn, hampers the smooth execution of governmental duties and national development. Data collection was conducted through observations and employee questionnaires to assess the level of work discipline among civil servants. This research focused on the District Office of Belik in Pemalang Regency, Central Java Province. The study employed a descriptive qualitative analysis approach. The findings indicate that the level of work discipline among civil servants and the internal control system at the Belik District Office are generally satisfactory. However, certain aspects require further reinforcement, particularly in enforcing disciplinary regulations. The responsible authorities have not yet been sufficiently firm in imposing sanctions on violators. Work discipline can be enhanced by recognizing and appreciating disciplined employees, making them feel valued and motivated to perform optimally. This recognition will also serve as a positive example for violators, encouraging them to adopt a more disciplined attitude.
