Abstract

Tenaga kerja merupakan salah satu sumber daya penting sebagai faktor penentu keberhasilan diselenggarakannya proyek. Pelaksanaan di lapangan, efektivitas dan efisiensi penggunaan sumber daya berperan penting untuk mencapai keberhasilan proyek. Dinamika sumber daya tenaga kerja menyebabkan permasalahan dalam perencanaan tenaga kerja. Hal tersebut yang menjadikan penjadwalan waktu dan tenaga kerja membutuhkan perencanaan yang akurat. Pada penelitian ini penulis menjadikan Proyek Pembangunan Rumah Susun A Polteknik PU Semarang sebagai subjek penelitian. Penelitian yang digunakan dalam menyelesaikan Tugas akhir dengan cara mengambil data sekunder berupa analisis harga satuan pekerja, rekap volume pekerjaan, time schedule, dan dibantu wawancara dengan pihak pelaksana pada proyek tersebut. Perencanaan durasi atau waktu proyek menggunakan aplikasi Microsoft Project dengan mengestimasikan waktu setiap jenis pekerjaan berdasarkan pengalaman orang proyek di lapangan, kemudian dilanjutkan dengan menghitung units atau jumlah kebutuhan tenaga kerja untu setiap jenis pekerjaan yang hasilnya akan digunakan untuk penjadwalan tenaga kerja menggunakan bantuan aplikasi Microsoft Project yang hasilnya akan digunakan sebagai acuan untuk menentukan jumlah tenaga kerja yang dibutuhkan dalam pekerjaan proyek. Hasil perencanan durasi atau waktu proyek pada Proyek Pembangunan Rumah Susun A Politeknik PU Semarang adalah 155 hari kalendar atau selama ±23 minggu dan terdapat 130 pekerjaan berada pada lintasan kritis dari 228 item pekerjaan. Dari hasil perencanaan sumber daya tenaga kerja diketahui periode puncak terjadi pada minggu ke-10, 12, 17 dengan kebuthan sumber dyaa tenaga kerja sebanyak 130 orang. Rata-rata pekerja yang dibutuhkan untuk setiap minggunya adalah 68 orang dengan 26 orang pekerja biasa, 11 orang tukang batu, 2 orang mandor, 2 orang tukang, 11 orang tukang besi, dan 16 orang tukang kayu. Hasil analisis menunjukkan bahwa pekerjaan proyek memiliki sifat dinamis yaitu berubah-ubah setiap minggunya mengikuti perkembangan di lapangan. Hal tersebut dikarenakan bobot pekerjaan setiap minggunya berebeda sesuai dengan pekerjaan yang sedang dikerjakan. Implementation in the field, the effectiveness and efficiency of the use of resources plays an important role in achieving project success. The dynamics of labor resources causes problems in manpower planning. This makes time and manpower scheduling require accurate planning. In this study, the author made the Construction Project of A Flats at the Semarang PU Polytechnic as the research subject. The research used in completing the final project by taking secondary data in the form of analysis of the unit price of workers, recap of work volume, time schedule, and assisted by interviews with the implementers of the project. Planning the duration or time of the project using the Microsoft Project application by estimating the time of each type of work based on the experience of the project person in the field, then proceeding to calculate the units or number of labor requirements for each type of work whose results will be used for workforce scheduling using the help of the Microsoft Project application which the results will be used as a reference to determine the number of workers needed in project work. The result of planning the duration or time of the project in the Flat A Construction Project of the Semarang PU Polytechnic is 155 calendar days or ±23 weeks and there are 130 jobs on the critical trajectory of 228 work items. From the results of labor resource planning, it is known that the peak period occurs in the 10th, 12th, 17th weeks with the need for manpower resources as many as 130 people. The average number of workers needed per week is 68 people, with 26 regular workers, 11 masons, 2 foremen, 2 carpenters, 11 blacksmiths, and 16 carpenters. The results of the analysis show that project work has a dynamic nature, which changes every week following developments in the field.
