Abstract
Bangunan Gedung Perkuliahan merupakan gedung yang berfungsi sebagai tempat kegiatan belajar mengajar pada sebuah institusi. Bangunan gedung perkuliahan harus andal dan laik, sehingga pengguna bangunan dapat dengan aman, nyaman serta mudah dalam mengakses seluruh ruangan dalam bangunan. Sesuai dengan ketentuan Undang-undang Nomor 28 Tahun 2002 Tentang Bangunan Gedung dan Peraturan Pemerintah (PP) Nomor 36 Tahun 2005 yaitu bangunan gedung harus memenuhi persyaratan secara administrasi dan teknis sehingga gedung laik fungsi. Dengan demikian gedung dapat dikatakan laik jika sudah memenuhi persyaratan dan memiliki Sertifikat Laik Fungsi (SLF) Bangunan Gedung. Penelitian ini bertujuan untuk mengetahui pemenuhan persyaratan kemudahan bangunan Gedung Fakultas Seni Media Rekam Institut Seni Indonesia Yogyakarta dan untuk mengetahui apakah gedung ini sudah laik fungsi sesuai ketentuan pemerintah. Metode penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data untuk penilaian kelaikan bangunan gedung menggunakan form daftar simak SLF sesuai dengan Permen PUPR RI No.27/PRT/M Tahun 2018 dan teknik pengumpulan data untuk pemenuhan persyaratan kemudahan bangunan gedung menggunakan ketentuan Lampiran 2 Permen PUPR RI No.14/PRT/M Tahun 2017. Setelah melakukan penilaian selanjutnya menganalisis data, apakah objek penelitian telah memenuhi standar pemerintah dan dapat untuk di rekomendasikan pembuatan SLF. Penilaian berupa range dari kelaikan bangunan gedung dengan kategori laik (66,67%-100%), laik dengan catatan perbaikan (33,34%-66,66%) dan tidak laik (0%-33,33%). Dari hasil penelitian menunjukkan bahwa pemenuhan persyaratan kemudahan bangunan gedung telah sesuai dengan syarat teknis yang mengacu pada Permen PUPR RI No.14/PRT/M/2017 dan hasil pemeriksaan kelaikan fungsi bangunan gedung telah sesuai dengan ketentuan Permen PUPR RI No.27/PRT/M/2018 menyatakan bangunan gedung FSMR ISI Yogyakarta ini masuk kategori “Laik” dengan total nilai 96,75 %. Sehingga Sertifikat Laik Fungsi (SLF) dapat untuk diajukan untuk diterbitkan. Lecture buildings must be reliable and feasible, so that building users can safely, comfortably, and easily access all rooms in the building. In accordance with the provisions of Law Number 28 of 2002 concerning Buildings and Government Regulation (PP) Number 36 of 2005, namely the building must meet the administrative and technical requirements so that the building is functional. Thus, the building can be said to be feasible if it meets the requirements and has a Building Functionality Certificate (SLF). This study aims to determine the fulfillment of the requirements for building facilities for the Faculty of Recording Media Arts, the Indonesian Institute of the Arts, Yogyakarta and to find out whether this building is functional according to government regulations. The research method used is descriptive qualitative. Data collection techniques for building feasibility assessments use the SLF checklist form in accordance with the Minister of Public Works and Public Housing No.27/PRT/M of 2018 and data collection techniques for meeting building facilities requirements using the provisions of Attachment 2 of the Minister of Public Works and Public Housing No.14/PRT/ M 2017. After conducting an assessment, then analyzing the data, whether the research object has met government standards and can be recommended for making SLF. The assessment is in the form of a range from the feasibility of the building with the category of feasible (66.67%-100%), eligible with repair notes (33.34%-66.66%) and not feasible (0%-33.33%). The results of the study indicate that the fulfillment of the requirements for building facilities is in accordance with the technical requirements that refer to the Minister of Public Works and Public Housing No.14/PRT/M/2017 and the results of the inspection of the function of the building are in accordance with the provisions of the Minister of Public Works and Housing of the Republic of Indonesia No.27/PRT/ M/2018 stated that the FSMR ISI Yogyakarta building was in the "Eligible" category with a total value of 96.75%.
