Abstract

The Human Resources Development Center for Oil and Gas (PPSDM Migas) in Cepu has faced challenges in employee task reporting and monitoring due to the continued use of manual methods, which often result in delays and data inaccuracies. The absence of a mobile-based performance assessment system hinders managerial decision-making, reduces overall productivity, and increases the risk of occupational safety issues. To address these problems, this study developed a mobile-based employee performance evaluation application using VS Code, Flutter, Dart, and a real-time NoSQL database, adopting the Waterfall model for system development. The development process included system design, implementation, and testing of key features such as employee data management, task assignment, reporting, and performance evaluations by supervisors. System evaluation was conducted through both quantitative analysis using questionnaires and qualitative analysis through interviews. The findings demonstrate that the system effectively improves the efficiency and accuracy of reporting, provides real-time data access, and supports faster and more precise decision-making processes at PPSDM Migas Cepu.
