Abstract

Maraknya pembangunan dan pengembangan hotel yang terjadi di Kota Yogyakarta menyebabkan timbulnya pro dan kontra masyarakat. Perkembangan jumlah hotel tersebut dapat menjadi dampak negatif yang disebabkan karena proses pembangunan hotel-hotel baru di Kota Yogyakarta pada kenyataanya melalui serangkaian proses yang lebih banyak merugikan masyarakat dari proses perizinan hingga pelaksanaan pembangunan hotel. Tujuan dari penulisan penelitian mengenai evaluasi penerapan dokumen AMDAL pasca konstruksi pada operasional hotel Gaia Cosmo dan hotel The Alana adalah : 1) Untuk mengetahui apa saja dampak negatif menurut dokumen AMDAL RKL-RPL yang paling berpengaruh terhadap lingkungan pada tahap operasional gedung hotel Gaia Cosmo dan hotel The Alana. 2) Mengetahui Apa saja upaya pengelolaan dampak negatif menurut dokumen AMDAL RKL-RPL terhadap lingkungan dan masyarakat sekitar pada tahapan operasional hotel Gaia Cosmo dan hotel The Alana. 3) Mengetahui kesesuaian dokumen AMDAL RKL-RPL dengan dampak negatif yang terjadi pada lingkungan dan masyarakat sekitar pada tahap operasional gedung hotel Gaia Cosmo dan hotel The Alana. Hasil dari penelitian ini, didapatkan beberapa dampak negatif yang paling berpengaruh yang dirasakan masyarakat sekitar pada tahap operasional hotel Gaia Cosmo dan hotel The Alana, yakni meliputi dampak kebisingan, kemacetan dan penurunan muka air tanah di hotel Gaia Cosmo sedangkan di hotel The Alana ialah dampak Pencemaran air, kesehatan (air bau dan kotor), dan kebisingan. Dalam pengelolaan menurut dokumen AMDAL RKL-RPL telah didapatkan bentuk-bentuk pengelolaan guna meminimalisir dampak yang terjadi, namun pengelolaan ini dirasa belum sesuai atau belum efektif bentuk penerapan yang terjadi di lapangan, hal ini dibuktikan dengan masih banyak nya keluhan masyarakat terkait dampak tersebut. Serta pengolaan yang belum ada di dokumen AMDAL RKL-RPL seperti kemacetan di hotel Gaia Cosmo dan kebisingan di hotel The Alana. Kata kunci: Dampak Negatif, Hotel Gaia Cosmo, Hotel The Alana, AMDAL, RKL-RPL, Validitas dan Reliabilitas The rise of hotel construction and development that occurred in the city of Yogyakarta has led to the emergence of pros and cons for the community. The purpose of writing research regarding the evaluation of the post-construction AMDAL document implementation in the operations of the Gaia Cosmo hotel and The Alana hotel is: 1) To find out what are the negative impacts according to the RKL-RPL AMDAL document that have the most impact on the environment at the operational stage of the Gaia Cosmo hotel building and the hotel The Alana2) Know what are the negative impact management efforts according to the RKL-RPL AMDAL document on the environment and surrounding communities at the operational stages of the Gaia Cosmo hotel and The Alana hotel. 3) Knowing the suitability of the RKL-RPL AMDAL document with the negative impacts that occur on the environment and surrounding communities at the operational stage of the Gaia Cosmo hotel building and The Alana hotel. The results of this study, obtained some of the most influential negative impacts felt by the surrounding community at the operational stage of the Gaia Cosmo hotel and The Alana hotel, which include the impact of noise, congestion and lowering of the groundwater level at the Gaia Cosmo hotel while at The Alana hotel is the impact of pollution. water, health (smelly and dirty water), and noise. In management according to the AMDAL RKL-RPL document, forms of management have been obtained to minimize the impacts that occur, but this management is felt to be inappropriate or ineffective in the form of implementation that occurs in the field, this is evidenced by the many public complaints regarding these impacts. Management is also not in the AMDAL RKL-RPL document, such as congestion at the Gaia Cosmo hotel and noise at The Alana hotel.
