Abstract

Kabupaten Ponorogo terus berupaya meningkatkan kualitas pelayanan publik guna menjawab kebutuhan masyarakat yang semakin kompleks seiring pertumbuhan penduduk dan peningkatan kebutuhan administratif. Pola pelayanan tradisional yang tersebar di berbagai instansi dinilai kurang efisien dan belum optimal. Kondisi ini sejalan dengan isu strategis dalam RPJPD Provinsi Jawa Timur 2025–2045 yang menekankan penguatan ketenteraman, ketertiban umum, pelindungan masyarakat, serta peningkatan kualitas tata kelola pemerintahan dan pelayanan publik. Sebagai respon terhadap permasalahan tersebut, direncanakan pembangunan Mal Pelayanan Publik (MPP) Kabupaten Ponorogo yang berlokasi di bekas Pasar Lanang. Perancangan MPP dilakukan melalui tahapan terstruktur, meliputi penentuan tujuan dan kebutuhan layanan dari berbagai instansi, studi kelayakan teknis, ekonomi, dan sosial, serta perencanaan tata ruang dan alur pelayanan yang berorientasi pada efisiensi dan kenyamanan pengguna. Pendekatan arsitektur responsif diterapkan untuk menyesuaikan bangunan dengan kondisi iklim tropis lembab, kebutuhan fungsional pengguna, serta konteks sosial dan budaya lokal. Desain bangunan mengoptimalkan pencahayaan alami, ventilasi silang, pemanfaatan material ramah lingkungan, serta menerapkan prinsip universal design guna menjamin aksesibilitas bagi seluruh lapisan masyarakat, termasuk penyandang disabilitas dan lansia. Dengan pendekatan ini, MPP Ponorogo diharapkan menjadi fasilitas pelayanan publik yang adaptif, efisien, berkelanjutan, dan berorientasi pada kebutuhan pengguna. Ponorogo Regency continues to strive to improve the quality of public services to meet the increasingly complex needs of the community, in line with population growth and rising administrative demands. Traditional service models, dispersed across various agencies, are considered inefficient and suboptimal. This situation aligns with the strategic priorities outlined in the 2025–2045 East Java Provincial Medium-Term Development Plan (RPJPD), which emphasise strengthening public order and security, protecting communities, and enhancing the quality of governance and public services. In response, the construction of the Ponorogo Regency Public Service Mall (MPP) is planned for the former Lanang Market site. The MPP design process follows a structured set of stages, including defining objectives and service requirements for various agencies, conducting technical, economic, and social feasibility studies, and planning spatial layouts and service flows focused on efficiency and user comfort. A responsive architectural approach is employed to adapt the building to the humid tropical climate, user functional needs, and the local social and cultural context. The design optimises natural lighting and cross-ventilation, uses environmentally friendly materials, and incorporates universal design principles to ensure accessibility for all community members, including people with disabilities and the elderly. Through this approach, the Ponorogo MPP is expected to become an adaptive, efficient, sustainable, and user-centered public service facility
