Abstract

Penelitian ini dilatar belakangi oleh suatu fenomena yang terjadi didunia terutama di Indonesia yaitu pandemi covid-19. Penelitian ini bertujuan untuk mengetahui pengaruh kinerja Dinas Lingkungan Hidup dan Kehutanan DIY dalam pengelolaan sampah di TPA Piyungan sebelum dan saat pandemi covid-19, untuk mengetahui peran dan hambatan Dinas Lingkungan Hidup dan Kehutanan DIY dalam pengelolaan sampah di TPA Piyungan serta mengetahui perbandingan jumlah sampah di TPA Piyungan sebelum dan saat pandemi covid-19. Adapun kegunaan dari penelitian ini adalah diharapkan bisa memberikan tambahan ilmu pengetahuan kepada penulis mengenai kinerja Dinas Lingkungan Hidup dan Kehutanan DIY dalam pengelolaan sampah di TPA Piyungan dan memberikan gambaran umum tentang peran Dinas Lingkungan Hidup dan Kehutanan DIY terutama tentang pengelolaan sampah di TPA Piyungan. Metode yang digunakan dalam penelitian ini menggunakan metode kuantitatif dengan analisis regresi linear berganda dan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah kuesioner, wawancara, observasi dan dokumentasi. Dari hasil analisis deskriptif kualitatif didapat bahwa peran Dinas Lingkungan Hidup dan Kehutanan dalam pengelolaan sampah di TPA Piyungan tidak berubah baik sebelum dan saat pandemi covid-19 dikarenakan peran Dinas Lingkungan Hidup dan Kehutanan DIY yang sifatnya melakukan pelayanan pengelolaan persampahan sehingga peran tersebut seluruhnya tetap berjalan sesuai dengan SOP yang berlaku. Berdasarkan hasil analisis regresi berganda didapat pengaruh kinerja sebelum pandemi terhadap peran dinas berpengaruh positif dan signifikan sesuai dengan hasil nilai t-hitung 3,343 > t-tabel 2,365 dan nilai sig 0,020 < 0,05 sedangkan pengaruh kinerja saat pandemi terhadap peran dinas berpengaruh negatif dan signifikan sesuai dengan nilai t-hitung 6,446 > t-tabel 2,365 dan nilai sig 0,001 < 0,05. Adapun nilai determinasi kinerja sebelum pandemi yaitu sebesar 49,3% dan kinerja saat pandemi nilai determinasinya meningkat menjadi 60,1% yang artinya saat pandemi covid-19 pengaruhnya naik terhadap peran dinas. This research is motivated by a phenomenon that is happening in the world, especially in Indonesia, namely the Covid-19 pandemic. This study aims to determine the effect of the DIY Environment and Forestry Service's performance in waste management at the Piyungan TPA before and during the Covid-19 pandemic, to determine the roles and obstacles of the DIY Environment and Forestry Service in waste management at the Piyungan TPA and to find out the ratio of the amount of waste in Piyungan TPA before and during the Covid-19 pandemic. The usefulness of this research is that it is hoped that it can provide additional knowledge to the author regarding the performance of the DIY Environment and Forestry Service in waste management at the Piyungan TPA and provide an overview of the role of the DIY Environment and Forestry Service, especially regarding waste management at the Piyungan TPA. The method used in this study is a quantitative method with multiple linear regression analysis and a qualitative descriptive method. Data collection techniques used were questionnaires, interviews, observation and documentation. From the results of a qualitative descriptive analysis, it was found that the role of the Environment and Forestry Service in waste management at the Piyungan TPA had not changed both before and during the Covid-19 pandemic because the DIY Environment and Forestry Service remained committed to providing waste management services in accordance with the applicable SOPs. Based on the results of multiple regression analysis, it was found that the effect of pre-pandemic performance on the role of the service had a positive and significant effect according to the results of the t-count value of 3.343 > t-table 2.365 and a sig value of 0.020 <0.05 while the effect of performance during a pandemic on the role of the agency had a negative and significant effect according to the t-count value of 6.446 > t-table of 2.365 and a sig value of 0.001 <0.05. The pre-pandemic performance determination value was 49.3% and during the pandemic the determination value increased to 60.1%, which means that during the Covid-19 pandemic the influence increased on the role of the service.
