Abstract

Keterlambatan pelaksanaan proyek disebabkan karena kurangnya pengendalian yang baik sehingga berpengaruh terhadap biaya dan waktu penyelesaian. Tujuan penelitian untuk mengetahui/memprediksi seberapa besar biaya suatu proyek pada saat pelaksanaan dan dapat mengetahui efektifitas pengendalian proyek dengan menggunakan Metode Earned Value. Untuk mengatasi permasalahan yang ada dipakai suatu metode Nilai Hasil (Earned Value). Earned Value adalah suatu metode konsep nilai hasil yang dapat mengevaluasi adanya penyimpangan atau keterlambatan suatu pekerjaan. Ada 3 parameter atau indicator yang digunakan sebagai analisa yaitu BCWS, BCWP dan ACWP. Keterlambatan penyimpangan dapat diketahui dengan melihat Cost Varian (CV) dan Schedule Varian (SV). Metode ini juga dapat digunakan untuk mengetahui efisiensi pengguna sumber daya yang berupa indeks kinerja jadwal (SPI) dan indeks kinerja biaya (CPI) serta prakiraan total biaya proyek (EAC) dan perkiraan waktu yang diperlukan untuk menyelesaikan pekerjaan tersisa (EAS). Hasil analisis pada pembangunan Asrama Putri Polewali Mandar dengan metode konsep nilai hasil terhadap pengendalian biaya dan waktu yang ditinjau hingga minggu ke 17 menunjukkan, Indek Kinerja Biaya (CPI) di peroleh sebesar 0,99 < 1 dan Indeks Kinerja Waktu (SPI) diperoleh sebesar 0,58 < 1. Perkiraan sisa biaya penyelesaian proyek (EAC) sebesar Rp. 1.321.876.765,94. Hasil analisis menunjukkan bahwa biaya yang di keluarkan lebih besar dari anggaran. Perkiraan waktu penyelesaian proyek (EAS) selama 119 hari, sedangkan jadwal penyelesaian proyek selama 119 hari dan bobot proyek terlaksana 57,91%. Hal ini menunjukkan penyelesaian proyek lebih lambat dari yang dijadwalkan serta ketinggalan bobot sebesar 42,09%. Kata kunci: Biaya, Earned Value, Kinerja, Waktu Delays in project implementation are caused by a lack of good control which affects costs and completion time. The aim of the research is to find out/predict how much a project will cost during implementation and to find out the effectiveness of project control using the Earned Value Method. To overcome existing problems, an Earned Value method is used. Earned Value is a concept method of result value that can evaluate deviations or delays in work. There are 3 parameters or indicators used for analysis, namely BCWS, BCWP and ACWP. Deviation delays can be identified by looking at the Cost Variant (CV) and Schedule Variant (SV). This method can also be used to determine the efficiency of resource users in the form of the schedule performance index (SPI) and cost performance index (CPI) as well as total project cost estimates (EAC) and estimates of the time required to complete the remaining work (EAS). The results of the analysis on the construction of the Polewali Mandar Girls' Dormitory using the value of results concept method for cost and time control reviewed up to week 17 showed that the Cost Performance Index (CPI) was obtained at 0.99 < 1 and the Time Performance Index (SPI) was obtained at 0 .58 < 1. Estimated remaining project completion costs (EAC) of Rp. 1,321,876,765.94. The results of the analysis show that the costs incurred are greater than the budget. The estimated project completion time (EAS) is 119 days, while the project completion schedule is 119 days and the project implementation weight is 57.91%. This shows that the project completion was later than scheduled and the weight was behind by 42.09%. Keywords: Cost, Earned Value, Performance, Time
