Abstract

Permasalahan yang muncul di lokasi penelitian dimana kondisi jalan yang rusak parah seperti lubang pada jalan yang berukuran besar, pinggir jalan yang mengalami penurunan, jalan yang terdapat banyak lumpur. Apabila kondisi jalan yang mengalami kerusakan tersebut tidak segera dilakukan perbaikan maka biaya yang dikeluarkan akan lebih besar, semakin lama kerusakan jalan tersebut dibiarkan maka semakin besar pula biaya operasional kendaraan. Perhitungan BOK menggunakan metode perhitungan model Pacific Consultants International (PCI) untuk jalan non-tol. Model PCI merupakan penjumlahan dari biaya tidak tetap (variable cost) dan biaya tetap (Standing Cost), yang dipengaruhi oleh kecepatan kendaraan dan jenis kendaraan yang di gunakan. Sedangkan untuk analisis kerusakan digunakan metode Indeks Kondisi Perkerasan atau PCI adalah tingkatan dari kondisi permukaan perkerasan dan ukurannya yang ditinjau dari fungsi daya guna yang mengacu pada kondisi dan kerusakan di permukaan perkerasan yang terjadi. Dari hasil perhitungan didapat perbandingan biaya operasional dijalan baik dan jalan rusak untuk kendaraan Truk Kecil (LV) sebesar Rp 3.688/km, sedangkan untuk kendaraan Truk Besar (HV) didapat perbandingan biaya operasional dijalan baik dan jalan rusak sebesar Rp 12.981/km. Sedangkan presentasi nilai kerusakan jalan dalam perhitungan PCI pada 3 sampel setiap rating adalah poor sebanyak 1 segmen sebesar 42 %, very poor sebanyak 2 segmen sebesar 10 %. Dari presentasi tersebut, terlihat bahwa rating very poor merupakan tingkat kerusakan PCI dengan jumlah sebanyak 2 segmen. Kerusakan yang didominasi oleh lubang dan retak buaya tersebut terjadi akibat aktivitas kendaraan truk yang lewat dengan beban yang melebihi batas kapasitas jalan tersebut maka mengakibatkan kerusakan jalan semakin besar Kata Kunci : Biaya Operasional Kendaraan (BOK) dan Kerusakan Jalan The problems that arose at the research site were the condition of the roads that were badly damaged such as large potholes, roadsides that had decreased, and roads that had lots of mud. If the condition of the damaged road is not immediately repaired, the costs incurred will be greater, the longer the road damage is left unchecked, the greater the operational costs of the vehicle. BOK calculations are carried out using the Pacific Consultants International (PCI) model calculation method for non-toll roads. The PCI model is the sum of variable costs and standing costs, which are affected by the speed of the vehicle and the type of vehicle used. Whereas for damage analysis the Pavement Condition Index or PCI method is used, which is the level of pavement surface condition and its size in terms of the usability function which refers to the condition and damage on the pavement surface that occurs. From the calculation results obtained a comparison of operational costs on good roads and damaged roads for Small Trucks (LV) vehicles of IDR 3,688/km, while for Large Trucks (HV) vehicles obtained a comparison of operational costs on good roads and damaged roads of IDR 12,981/km. While the presentation of the value of road damage in the calculation of PCI in 3 samples for each rating is poor by 1 segment by 42%, very poor by 2 segments by 10%. From the presentation, it can be seen that the very poor rating is the level of PCI damage with a total of 2 segments. The damage which is dominated by holes and crocodile cracks occurs due to the activity of passing trucks with loads that exceed the capacity limit of the road, resulting in greater road damage.
