Abstract

ABSTRAK Kota Tasikmalaya pada tahun terakhir ini mengalami peningkatan jumlah penduduk yang diikuti dengan pertumbuhan dan perbaikan ekonomi. Angkutan umum mengambil peran aktif dalam bertumbuhnya suatu kota karena berkaitan langsung dengan distribusi barang, jasa dan tenaga kerja. Public transportation merupakan salah satu angkutan umum penumpang yang terdapat di Kota Tasikmalaya. Terdapat 21 jalur angkutan umum dengan total 838 armada yang tercatat dan aktif dengan kapasitas 12 pnp/kend. Panjang jalur yang dilayani masing-masing public transportation dalam rentang antara 13-43 km melewati titik-titik yang berpotensi besar menjadi pemicu bangkitan dan atau tarikan perjalanan. Pada masanya public transportation digunakan masyarakat dalam menunjang kegiatannya sehari-hari namun permasalahan yang muncul pada saat ini, jumlah pengguna public transportation mulai mengalami penurunan. Tujuan dari penelitian ini untuk mengetahui kinerja public transportation dan tingkat kepuasan pelanggan terhadap public transportation. Kinerja angkutan mengacu pada Pedoman Teknis Penyelenggaraan Angkutan Penumpang Umum di Wilayah Perkotaan dalam Trayek Tetap dan Teratur (Direktorat Jendral Perhubungan Darat 2002). Untuk mengetahui tingkat kesesuaian antara kepuasan dan kepentingan pengguna terhadap public transportation dilakukan dengan pendekatan IPA (Importance-Performance Analysis) dan untuk mengetahui tingkat kepuasan pengguna dihitung berdasarkan Customer Satification Index (CSI). Hasil studi kinerja public transportation line 03 pada tahun 2019, menunjukan kriteria public transportation dalam kinerja yang baik dengan nilai rata-rata pada weekend dan weekday adalah faktor muat 29,75 %, kecepatan perjalanan 24 km/jam, waktu antara (headway) 3,4 menit, waktu perjalanan 2,875 menit/km, frekuensi 18,87 kend/jam dan waktu tunggu 1,7 menit. Sedangkat untun penilaian tingkat kepuasan pelanggan terhadap angkutan umum berdasarkan pendekatan IPA dan penilaian CSI masuk ke dalam kriteria Cukup Baik dengan nilai CSI yang diperoleh 55,56% dalam range nilai 40% < 55,56 ≤ 60%. Public transportation takes an active role in the growth of a city because it is directly related to the distribution of goods, services and labor. City transportation is one of the public passenger transportation found in the City of Tasikmalaya. There are 21 public transport lines with a total of 838 recorded and active fleets with a capacity of 12 pnp / vehicles. The length of the lane served by each city transportation in the range between 13-43 km passes through points that have great potential to trigger trip generation or travel attraction. At the time city transportation was used by the community to support their daily activities, but the problems that arose at this time were the number of users of city transportation began to decline. The purpose of this study is to determine the performance of public transportation and the level of customer satisfaction with public transportation. Transport performance refers to the Technical Guidelines for the Implementation of Public Passenger Transportation in Urban Areas on Permanent and Regular Routes (Directorate General of Land Transportation 2002). To determine the level of concordance between user satisfaction and interests of public transportation carried out with the IPA (Importance-Performance Analysis) approach and to determine the level of user satisfaction is calculated based on the Customer Satisfaction Index (CSI). The results of the study of the performance of city transportation line 03 in 2019, showed the criteria of public transportation in good performance with an average value on weekends and weekdays is a loading factor of 29.75%, travel speed of 24 km / h, time between (headway) 3,4 minutes, travel time 2.875 minutes / km, frequency 18.87 vehicles / hour and waiting time 1.7 minutes. A set of assessments of the level of customer satisfaction with public transport based on the IPA approach and CSI assessment fall into the Fairly Good criteria with a CSI value obtained 55.56% in the range of 40% <55.56 ≤ 60%.
