Abstract
This final report aims to determine the systems and procedures for the preparation of the Regional Revenue and Expenditure Budget and the implementation of government activity plans in carrying out development planning in Sleman Regency. The stages and procedures for the preparation of the Sleman Regency Medium-Term Development Plan are regulated in Permendagri Number 86 of 2017, including preparation, preparation of the initial design, drafting, implementation of Musrenbang, preparation of the final draft RPJMD and stipulation of regional regulations on RPJMD. In the drafting process, the RPJMD is compiled by a team formed by BAPPEDA through a regional head decree. Starting from the regional head, the chairman of the DPRD, the regional secretary, the drafting team, the head of BAPPEDA to the head of the regional apparatus. The RPJMD acts as a reference for determining financial policies, regional development strategies, general policies, and regional apparatus programs, along with work plans. This development planning system serves as a government development tool, to direct the improvement of the quality of life of the community and demonstrate instruments for implementing public accountability by government agencies.
