Abstract
Kulonprogo Public Housing and Settlement Area Public Works Service (DPUPKP) is the organizer of regional government affairs and assistance tasks in the field of public works and residential areas. DPUPKP has the task of organizing clan development activities, organizing creative works, organizing water resources activities, organizing housing and settlement activities, and carrying out secretarial activities. The increasing population has an impact on land needs, such as settlements, industry, services so that there is a conversion of agricultural land because land is limited. Therefore, the Kulonprogo local government or DPUPKP Kulonprogo must be able to control the conversion of land intended for housing and industrial buildings by issuing permits for land conversion. However, the Kulonprogo DPUPKP still has problems in handling such as lack of information to the public, applicant files are still piling up in the office so that if you are looking for files or data from an applicant it is difficult to find them, if you are asked for a report by the head office then confused to make a report, the data is easy lost. In order to facilitate the work of controlling land conversion permits for the Kulonprogo DPUPKP, a Web-Based Land Transfer Licensing Service Information System is needed. This information system is needed to make it easier to recap data, make reports, make it easier for applicants to complete their data, speed up the process of applying for land use changes. This application is designed with the PHP programming language and MySQL as a database manager. The methodology that will be used to create is SDLC (System Development Life Cycle) or Waterfall, while for system testing using white box and dlack box, and product testing using PICES (Performance, Information, Economy, Control, and Service). This system is expected to be more helpful in each part of the permit processing in increasing the effectiveness and efficiency of processing applicant data to the stage of issuing permits for applicants who need it.
