Abstract
This research was conducted with the aim of knowing and evaluating the system and procedure for receiving retribution and retribution fines for residential flats at the Yogyakarta City Public Works, Housing and Settlement Areas Office (DPUPKP). The receipts and fines for the flats managed by the Yogyakarta City DPUPKP are the receipts obtained from the three flats managed by the Yogyakarta City DPUPKP, through the Rusunawa Management UPT. The three flats in question are Cokrodirjan Flats with its address at Suryatmajan, Danurejan District, Yogyakarta City, Yogyakarta Special Region (DIY); Rusunawa Graha Bina Harapan which is located at Jl. Juminahan No.1, Purwokinanti, Pakualaman, Yogyakarta City, DIY; and Rusunawa Bener Tegalrejo having its address at Bener, District Tegalrejo, City of Yogyakarta, DIY. This study uses a qualitative approach, using observation and interviews as well as documentation as a tool to collect data. Based on the research process carried out, it is known that the system and procedures for receiving retribution along with retribution fines for residential flats at DPUPKP Yogyakarta City have been implemented quite well. However, there are still things that need to be improved in the process. The thing that needs to be improved is that the Yogyakarta City DPUPKP must be more orderly in obeying the Mayor's Regulation No. 36 of 2019, to prevent the high amount of receivables from receiving retribution for flats managed by the Yogyakarta City DPUPKP.
